Why should consumer money be protected in travel?

The Package Travel Regulations must legally be fulfilled by tour operators and travel agents when selling to UK consumers.

Ground-based travel, bookings without flights, must also be Package Travel Regulation Compliant. Bookings with flights must also be ATOL protected and PTS members also hold ATOL when required.
